Given the prominence of the Holy
Cross site in the community, it is essential that plans for redevelopment
be considered very carefully. The opportunity to reshape such a large
parcel of land in the heart of the inner-city is one that does not often
come available. Regardless of the specific form redevelopment takes,
an ethical approach requires consideration of not only the physical impacts
on the eight acres of the site proper, but also the potential impacts on
the broader community and environment.
CORE
PRINCIPLES
Based on
the preceding discussion, the following are core principles to be used as
guidelines for redevelopment of this significant inner-city
site:

a range of housing options in any residential development on the site, including
the provision of an agreed upon percentage of non-market
housing. |
