This project arose from discussions with the Downtown Halifax Business Commission, who wished to find ways of strengthening the downtown in response to competition from suburban and regional shopping malls. The aim of this project was to provide a record and a resource, and to propose principles for development and re-development that would improve the urban fabric and sense of place. The project considered the evolution of the city in terms of the quality of urban form and urban life, with a particular focus on the public realm. The approach and methods developed contributed to several subsequent projects.
