Goals and Objectives

In researching the community it has become clear that the community and the city have some conflicting goals for the area. Where the community wishes to maintain the character and way of life of the area, the city sees the redevelopment of the area as potential for meeting citywide goals (such as providing housing close to the CBD and addressing the transportation GO-Plan ). As a result of public meetings, the design process, guided site tours, and background research of the community history, salient theories, and contemporary examples a set of comprehensive goals emerge.

1 Create and emphasize a multi-use corridor between 1st Avenue NE and the LRT Station that is safe, functional, and interesting to use.           
 Objectives in order to meet the first goal:
  • Allow for multiple (pedestrian and vehicles) use along the north-south corridor
  • Create a tree lined cobble stoned north-south boulevard (9th street)
  • Encourage commercial along north-south corridor
  • Encourage activities along the north-south boulevard (shops, amphitheater, theatre, and residences)
  • Install traffic calming measures       
     

2 Create and revitalize a downtown oriented mixed use node around the LRT and local oriented mixed use node along 1st Avenue NE. Issues such as the vitality of local businesses, the Go-Plan and city wide goals will be addressed to create safe, functional, and interesting locations to be in.                    
  Objectives in order to meet the second goal:  
  • Replace commercial strip along south-side of 1st Ave. NE
  • Allow for mixed use along 1st Ave. NE and LRT Station
  • Encourage small coffee shops, newspaper stands, bookstores, etc. around LRT as well as government offices, daycare, dentists, pharmacies, doctors offices, etc.
  • Encourage coffee shops, restaurants, bookstores, clothiers, pubs along 1st Ave. as well as small retail and office  space
  • Allow for residential on second and third floor along both sides of 1st Ave.
  • Allow for higher density residential above commercial and office space around the LRT
  • Install traffic calming measures, such as traffic circles, along 1st Ave.
  • Install local architectural style for the traffic lights
  • Rebuild and expand road access to the commercial nodes and residential areas
  • Install a small neighbourhood police station

3 Create and enhance ‘livability’ that respects community interests in regards to expanding and enhancing recreational opportunities, traffic issues, views, density, character, and history of the community.         
  In order to meet the third goal:
  • Expand the community centre floor space
  • Add activities to the community centre
  • Rework the slope to an approximation of its historic elevation
  • Create a ‘plus-15’ access from LRT to McDougall Road, that would also tie into the community centre
  • Encourage that building heights do not impede existing views while taking advantage of new ones
  • Ensure that there are a variety of housing densities (low, medium, high)
  • Encourage architectural styles that reflect the existing community character
  • Enhance existing open space with the addition of an amphitheater, soccer field, baseball diamond,  water features  (that double as skating ponds), and plaza
  • Augment existing tree lined streetscapes, using hardy native species as often as possible
  • Implement third storey set backs along 1st Ave. to create a more human scale environment and allow for as much sun infiltration as possible
