GFC Approved Report and Recommendations, 1998
This is the background for the USRI and history of how it was developed. Whenever there is a question about USRI policies, this is the document that is referred to.

Review Committee Report and Recommendations, April 2002
In April 2002, GFC approved the report and recommendations of the USRI review committee. This included 10 recommendations which the USRI implementation team is reviewing and implementing.
